The LWF-Mozambique Country Strategy 2004-2009

The Lutheran World Federation Mozambique has developed its Country strategy for the period 2004-2009. It is a guidance based on a critical examination of the rapidly changing development scene in Mozambique coupled with the demands of the target population. The plan sets out the strategy for ensuring LWF Mozambique’s relevant and effective contribution to the development of viable and sustainable households in Mozambique with a specific focus on the vulnerable and marginalized populations.

The Strategic Plan (2004-2009) marks an important milestone in the increasing focus by LWF Mozambique on development rather purely emergency related activities. It is meant to serve four related purposes:

  • guide LWF Mozambique’s short-term and long-term operations to ensure economy, efficiency and effectiveness;
  • help LWF Mozambique position itself in terms of the specific contribution it can make in Mozambique;
  • get potential stakeholders and partners to gain comprehensive understanding of what LWF Mozambique stands for and serve as a resource mobilization tool.

LWF Mozambique Strategy lays emphasis on institutional capacity building on rural community level in order to ensure quality and effective response. It is meant to support governance, management, mobilization of resources, human resource development for managers, building networks and partnerships for organizational development.

Approach to Programming

LWF Mozambique implements directly as well as works with and through local community-based partners. All interventions carried out through LWF Mozambique have a special emphasis on integrated approach to development. To this extent, advocacy and partnership development including networking form the core of LWF Mozambique approach to programming.

The Challenge

As a country emerging from the impact of two devastating wars and while being prone to continuing and recurring natural disasters, Mozambique represents a unique challenge and opportunity. Any viable development strategy needs to address the pervasive problem of poverty either directly or indirectly.The country’s absorptive capacity and ability to sustain program of assistance is closely linked to human resource development. In the marginalized areas where LWF Mozambique operates, due to the multi-sectoral nature of the problem, LWF Mozambique was obliged to adopt an integrated approach in order to enhance a sustainable and participative development. Inter-sectoral collaboration and the creation of viable partnerships will, of necessity, continue to be, strategies of choice for the implementation of the strategy.

Given the context, the biggest challenge for LWF Mozambique is to maintain the difficult balance between responding to the changing needs and demands in the operating environment and being selective. In its commitment, LWF Mozambique has been greatly assisted by the various stakeholders. They are the testimonies of the strength and the work of the LWF Mozambique field personnel towards the rural communities.

Our urban projects are in Maputo's suburbs, Chamanculo and Xikheleni.

Our IRDP Projects are situated in districts in Tete, Gaza and Sofala Province.
